The company I worked for won’t pay me $4,000. What do I do?

I work in sales and the company I worked for paid my commission to the wrong person (let's say person A in this situation). They then told me that I was entitled to the $4,000 (have it in email writing) but they would just have to retract it out of person A's next paycheck. The issue is that person A left the company and they will never have another paycheck. The company told me this is what was going to happen, even after they knew person A left the company. Pretty much I don't think they plan on ever giving me my money and I am not sure what to do. Some people have told me to go to small claims court, or reporting them to the labor commission, or even the National Labor relations. Does anyone have any advice on what I should do?
