The process to get a minimum wage job is unnecessarily invasive and tedious

I've been unemployed (resigned) since April, and have had horrible work experiences since then. I applied to a sushi bowl place, for $10/hr. I thought, “Sure, it shouldn't be that hard to set an interview” and was emailed by the store to come during business hours and ask for a manager, which I did. Tell my why, I was given this blue and white paper called a “Pre-employment questionnaire” (you can google it, if you never seen the paper) and it's demanding the last four jobs (name and address for employer, time there, and reason for leaving), education history, 3 references (their address, business, and years known), THEN the interviewer has a remarks page to give input and describe your neatness, personality, ability, and if you're hired under what position and wage. I understand that some info is to rush the hiring process such as social, home address number, and even jobs that you would WANT to provide, if they're relevant to the application but why would I need references for a part-time barely above min. wage food shack job that doesn't even get business? I'm not trying to be picky with jobs, but it felt unnecessary.
