Unfit manager and favoritism making me miserable

I’ve been at my job 4 years now and it has plummeted in the past year. I have a new boss as my original one is retiring and she has no manager experience – the one time I did try to discuss things with her and give her feedback she took it personally and told me she felt like I was attacking her and her perfectly laid out plans. This was later held against me, and I know for a fact that she has stopped me from being promoted due to her feeling towards me which is expressed as “we just can’t lose you at this position, so we aren’t going to let you grow”. On top of this, she has hired a new person that has become her little pet. This coworker gets special treatment and is routinely called out and praised when she lacks the experience or knowledge…

On top of this, she has hired a new person that has become her little pet. When I asked a manager I was close with about this I was told this new employee isn’t confident and they are trying to build her up. I explained that doing this only pulls everyone else down – you praise and acknowledge one employee and ignore the 15 others on your team.

I’m at a breaking point here where I feel miserable at a career I’ve invested so much time and love in and I know that my concerns will not be heard, only held against me. It’s at the point where I wake up and feel frustrated and spend my mornings dreading and fixated on going into work and interacting with these people. Is this worth going to HR? This person should not be managing a team
