We have to “check in” with work after calling out sick, is that even legal? (Washington)

I work for a county in Washington state. Our office has this thing where if we call out sick in the morning, we are told to call back again before noon to “check in.” What is there to check in? I’m sick and miserable. You’re not my doctor. To request time off for medical appts, we have to give details such as what kind of medical appt. And if I request a whole day for medical appts I have to give more details breaking down the times I got each appt. How is this even remotely okay? I just wonder if this is common thing or just plain illegal.
