Tax Cuts are some of the most popular welfare programs out there. It helps that unlike other welfare programs, these measures don't get periodically maligned by think tanks and the like.
But as noble as tax payers funding the rich sounds. I think we can all agree that means testing are always necessary for some reason. We don't want the wrong types to be getting a benefit. According to theorists, the intention of Tax Cuts is that we want the economics to 'trickle down' so how about we add means testing to make it trickle faster?
First we must make sure that the recipient of a tax cut actually needs it. We could measure the number of people actually being employed by a rich person and if require that this number is high enough before giving the tax break.
But we also want to make sure the rich person actually deserves the tax cut. Let's be clear here, it wouldn't be nice for the rich guy to be spending his tax cut money on booze or drugs. This is why I propose we add a drug test requirement
hmnn, I am sure there are others. How about an ex wife requirement? Rich guys that have gone through multiple divorces are the ones that need tax cuts the most, since their pay gets split like that. So we could require 2 or 3 divorces before giving a tax cut?
