WFH due to medical denied

I’m literally near tears right now. My manager at this well known public institution is going to deny my request to WFH because the city got rid of WFH in March. Even though my doctor, my surgeon, and HR are all for it because my job is a lot more than dealing with the public. I wrote out everything I would be doing if allowed to WFH. Yet he still denied it. I have no more sick leave and no more annual leave after the end of next week and I’m going to be out till September 20th. The state’s temporary disability benefits are only $150 a MONTH. I’m literally at risk of losing my apartment, my car, food, and the ability to pay for my next life saving surgery. I can not afford to not be paid. I am literally begging to be allowed to WFH — but no…

Why would managers rather have 0 work but a body in the office than have work flow and someone WFH??

I don’t understand and I’m horrified of my future now.
