When did companies shift to requiring employees to find coverage for time off requests?

i feel like when i started working (less than 10years ago) the consensus was you just put your time off requests in and it was the managers job to find coverage for the shifts you would miss. but it seems almost entirely now to be that the responsibility is put on the employee to find coverage. at least this seems to be the case for shift work/entry level stuff.
