When is the best time to ask for a promotion and should I?(or raise)

Hey y’all, so for quick context because I didn’t put enough context in my previous post (look at my past previous posts on r/pizzahutemployees and r/antiwork for all the details. So recency I’ve been job searching because where I work (Pizza Hut) is not doing it for the rent, for reference I make $11 an hour, and I’m barely getting by paying the bills. I’ve been here for a little over a month, I need a better paying job, or better because I enjoy my job, a raise and/or promotion. My manager for the past week (woman) had been constantly complimenting my work ethic and complimenting on how I work well, that kinda thing and it’s been making me happy but not so far as actually acting on it by giving me a raise in pay, maybe a hefty tip, or anything. Today my manager even said “I could see her as a shift manager not before long, she has great potential”

So that leads me to now, I interviewed yesterday for a different place, to be a shift lead because I honestly do think I’m qualified for it, and I have an upcoming interview for that job again but this time with the general manager, $16/hour, I could definitely get by with that.

So with that being said should I ask for the shift lead position? (One of the shift leads recently quit) or a raise, and if so, how do I go about doing that?
