Who pays for the space used for WFH ?

I'm a manual worker so I work on site, but through the last few years I've seen many friends change housing for something bigger to include 1 or 2 closed offices. Land is still cheap around me, but I would conservatively estimate 300-400$/month more per extra room. Sure, you get a computer and desk allocation, but don't people feel ripped off by their employers? Also, doesn't anyone realise this is pricing low income families out of bigger appartement because childless persons and couples are now also competing for those same appartements, but just to have extra working space?
