Question about break discretion

I understand this is dependant on the employer, but do you think it's right to be told you can't go on break until you finish a task that will take about an hour and a half to two hours while already over three hours into a shift? I work in retail and the task certainly could have been done after my half an hour break, but the store manager insists that my break is to “their discretion” I was told when I began this role that I could take my break whenever I wanted Because of this, I ended up taking my break at 16:40 when I finish at 18:00, so I didn't eat or drink until 16:40

I was told when I began this role that I could take my break whenever I wanted

Because of this, I ended up taking my break at 16:40 when I finish at 18:00, so I didn't eat or drink until 16:40
