What about incompetent workers?

In creating better work conditions, what do we do with shitty workers? I've had many different jobs in many different places, and truthfully, there are always crap workers. Maybe just one, maybe the entire team. The business overlords love to point this out and use them to paint a broad brush to “prove” that workers can't be trusted and don't deserve trust or fair pay. What do we do? Do we leave these people behind and say “fuck them,” they should be left behind, they don't deserve respect and employment, and should be homeless and deserve to starve. Or do we figure out a system that is smart enough to tolerate/support incompetent people? And what is that system?
