Threatening position over surgery

My wife works for a big bank in a branch. She needs a knee replacement which would put her out for 2-3 months. Another employee at her branch is about to go out on maternity leave. My wife’s manager says she may have to hire someone to replace her if she has the surgery because they will be short staffed. And that when she comes back she could have to go to a different location which could be up to 25 miles away. Is this legal? There have been many times when people there have had to go to other branches to cover shortages or vice versa. My wife’s commute is already 30-45 minutes depending on traffic and that’s with toll roads. There’s a chance she could end up closer, but also a chance it would be farther away.
