Laid off today. Question about unemployment benefits.

The company I worked for was based in Canada. I was working in the states and live in the states and am a US citizen. They are giving me 3 weeks of severance pay based on Canadian law. They stated that they were not following my state's law for unemployment therefore I would not be eligible for unemployment. Is this accurate? Are unemployment benefits determined based on where the company is located? Or am I covered by my state's laws? I did not sign anything waving my rights to unemployment in place of my state's unemployment benefits.
