Are there laws that require heating in work trucks?

My boyfriend has been working for FedEx, and it hasn't been a pleasant experience. We live in Minnesota, and the truck he has had to drive these past few weeks does not have a working heater, and there are holes throughout the vehicle from missing parts. He went home yesterday because it was in the single digits and his hands stopped working. Managers have been unhelpful coming up with solutions, and when he was sent home early that was apparently him quitting. He went into work again today and his manager said he quit. Any advice? This situation just seems strange to us.
