Second Round Interview Post Poned Multiple Times

So I applied for a company as an engineer and I heard back from them pretty much within a couple hours of applying online. I did the phone interview the following day after scheduling it. It was very odd because the initial first round was a screen that only lasted 15 minutes. Or rather was scheduled for 15 minutes. The recruiter was speaking very fast almost like he was reading off a script or something. Ultimately at the end he told me that I would be moving forward to the second round interview with another department manager – the team was I applying for is brand new. So interview day comes with the manager and the guy doesn’t join the call. Recruiter joins and tells me he’s going to call the manager to tell him to get on. And then goes onto say that he’s gonna try to find him…

So interview day comes with the manager and the guy doesn’t join the call. Recruiter joins and tells me he’s going to call the manager to tell him to get on. And then goes onto say that he’s gonna try to find him on the floor. And we should move the interview to an hour from now. Hour from now comes and I get an email from the recruiter saying that we can’t do the interview today and if I’m available next week.

Supposedly from the initial phone screen “clearly I’m good in terms of experience for the role” is what the recruiter said in a follow up email. So I’ll just be asked some scenario questions.

Is this company playing games? Or should I expect a reasonable chance of being brought on? The team is a new one with multiple vacancies that they are trying to fill asap. It’s been about a month and a half and linkdin says they have only had 15 applicants.
