Help me determine if this company violated any labor laws

For context, this situation happened to my wife in the state of Idaho. She quit a job and then reapplied to the same job because she was desperate. They said to her “you're hired” at the end of the interview but when she was about an hour and a half into the first day of orientation, they said they can't hire anyone who has previously worked at (insert work place name here) and told her to leave. So, did that place of work violate any laws by leading my wife on into thinking she had a job there but then pulled the rug out from under her and not paying her for an hour of orientation?
