Question:

I recently started a part time position at a big brand grocer and when completing my paperwork, I was told by HR that they no longer require W-4 form to be completed and that I should wait after my first few paychecks to determine how much I would like to withhold for taxes, and contact them to let them know. Is this legal? For reference I live and work in Pennsylvania. Every previous job I held, I filled out a W-4 and did my silly little calculations for what to withhold. What changed?
