How do I say “No Candy for the CEO”?

I have a fairly toxic work environment. Everyone, including the CEO's wife tip toe around waiting for the next yelling tantrum to come from our CEO. I started buying candy to boost morale a couple of months ago. Good stuff to, I'd buy a variety pack, find out what others liked, and buy them full-size bars, etc. They absolutely love it and offer to chip in, or “get next time” and they genuinely mean it. However, the CEO goes over and eats the candy all the time. To try to stop him, I bought a King-size pack of four of his fav. But he keeps going over and taking the candy for “non-director” level employees. How do I (his direct report) tell him to keep his greedy ass out of everyone else's candy?
