The hell is up with salaries

When I look at positions from 3 years ago at the same experience and skill levels as the ones I'm seeing now that have gone down drastically. The same position in the same department of the same company has been offered 3 years in a row now, I've seen it pop away but a few weeks or months later it's always back. But one thing has changed or rather not changed It's getting offered less. This lead me down a rabbit hole, jobs are being offered at rates below what they should be, either exactly the same as 3 years ago if not sooner but inflation cost of living generally everything has gone up but why do wages stagnate and regress like this
