11 month employee, training outside calendar, not paid at regular rate

Posting this because I had a question of how to approach this particular situation. Background here is I am an 11 month employee (school administrator). Unique situation is certain admin are 11 month, others are 12 month. Every summer we have summer learning institutes, which every other year is done when all admin are back on the clock for their work dates. This year, the district decided not to do that and has this planned during a time where 11 month employees are not on their work calendar. The other caveat to this is that they are not going to pay us at our regular rate, and instead a stipend which is possibly as much as 60% less than our rate. During the dates I have family visiting from out of state, and I only see them usually once or twice a year (it is my son’s birthday this week).…

The other caveat to this is that they are not going to pay us at our regular rate, and instead a stipend which is possibly as much as 60% less than our rate. During the dates I have family visiting from out of state, and I only see them usually once or twice a year (it is my son’s birthday this week). I told my supervisor I don’t plan on attending. I was told “but they are paying you” to which I responded “my rate?”, and was told “stipend”. I bluntly responded “then I won’t be attending”.

My question is could my employer have any grounds to do anything to me for not attending? This is outside my work calendar, and during the year we already work plenty of non-paid night and weekend events. For 12 month employees they are on the clock for this, at their regular rate. If they at least were doing that I could see being required to go.
