What does it mean when a position is on hold?

So, the job market is obviously pretty tough right now. I've been applying for jobs for over year and STILL don't have a new one. (I've done everything like tailoring my resume, reaching out to recruiters, etc. But that's long rant for another time) I've gotten several interviews, but they haven't led to anything yet. I've also gotten to the final round of interviews a few times for different companies. After some final interviews and a month or longer of going through the interview process, I was told the position was on hold so I wouldn't be hired at this time. This happened THREE TIMES at three different places. I'm just confused as to what that actually means or if that's just their way of telling me I didn't get the position. I was wondering if anyone else has experienced this or knows what it means?
