Apprenticeships

So, just saw a job posting that I am (for the most part) qualified for. It is an electrician apprenticeship/helper position and I match 95 percent of the qualifications. The pay isn't great, but that's to be expected for a “helper” position. That isn't the point though…. the point was the FINAL qualification. “Eligible candidates must have TWO to THREE Years of residential wiring experience?!?!” Am I wrong to assume that they are basically asking for COMPLETLY qualified people to be “apprentices” for $16.00 per hour??
