Company won’t payout vacation. Claims I “owe” hours back

I am in my final week at my current company. I have 55 hours of unused vacation hours “available” to me. I say that because they are dragging their feet on paying it out because I used more than I earned and now owe them hours back. The thing is, I was never provided any sort of earning schedule. The handbook says I accrue vacation days annually. My pay stubs say annual accrual. Now, when I’m trying to leave, they are claiming that I don’t accrue annually and it’s throughout the year. What can I do? What legal action do I maybe try to pursue? This is not an insignificant amount of money for me so I need to get that money. TIA
