Am I allowed to negotiate my salary?

Just came back from an interview where the starting hourly rate for part time is $16. But at my present job, I currently make $16.50/hr. Am I allowed to negotiate for a matching/higher salary? The reason I'm more inclined to take the $16 is because it's much closer in terms of commute, there's centralised AC (we just have massive fans where I work and sometimes that barely does the job) and it's been consistently hot throughout the entire week 104~110°F/40~43°C. Taking the $16 job would grant me with more flexible times and a much easier commute. Given its proximity, I'd essentially be spending $0 on gas alone. But would I be allowed to negotiate from a $16 to a $16.50 (maybe even $17) ? before I'm hired?
