Manager has relationship with subordinate, but clears with HR first. 3 weeks later subordinate is push-button promoted to supervisor

My mind is blown. I work for a county health department. My coworker recently began hooking up with our boss a few weeks after her divorce. I tried to be supportive, but red flags were flying. Apparently, they cleared it with HR. A month later, one of our supervisors resigns for a better opportunity, noting in his farewell email that he is training his replacement. A day later, his replacement turns out to be the employee who was hooking up with the manager. No job posting, no nothing. Before anyone knew that our colleague was leaving, the employee approached the director and made a case for promotion. The manager that he is sleeping with claims that she had no idea about any of it. Now my colleague is in a leadership position, gets a pay bump, and reports directly to the director above my manager. This just feels wrong. Multiple people have written our director to voice their objections, but I'm reluctant to put a target on my head and join in. I would have appreciated an opportunity or at least consideration for professional growth and leadership ( and yes, better pay.

I come from a military background where fraternization was literally a crime. Is this really above board on the civilian side? I should note that the employee who was promoted is educationally and experientially unqualified for the position, and has largely been a disappointment in his current position. He just walks around bullshitting with people or sits in his cube messing around on his phone. I used to do his job and have watched as he allowed my old program to crumble over the past 18 months. Im just disgusted with the whole thing.
