Is my manager allowed to do this?

I work in retail. My store manager is salary and will schedule herself at 7am, two hours before we open, but shows up 10 mins before opening then fixes her clock on time to 7am when she wasn’t even there. So basically, she’s scheduled for 7am Arrives/clocks in at 8:50 to open the store at 9 Changes her clock on time to say 7am. This might be a stupid question, but does it work differently for salaried employees? She does this every single day and it doesn’t sit right with me.. she’s getting paid a lot of money for time she wasn’t even at the store? It’s affecting my work too because she doesn’t have the opening duties done by the time I get there, so I have to put my work aside to help her. Advice?
