Why do some people continue to believe the employees are the problem and not the company?

I've been in a subreddit that will occasionally have users that post complaints about staffing issues – these users truly believe that if a coworker is late or absent – extended work hours and responsibilities falls on the rest of the employees. They believe people having a life outside of work is 1) their business and 2) their fault for causing the issues and not the company's staffing. Whenever I mention that poor staffing and high turnover rates is a company issue, and that co-workers do not have to explain themselves to anyone except management, people take it personally and get upset. Even when presented with facts, why do people believe other coworkers are the problem and not the company? I deal with this at my own job, I have medical appointments that require me to miss work and I am blamed for this? Why are people expected to not…

Is it generational? I don't understand how people defend a company that doesn't care about them?
