Why do so many places and Bosses/Managers think the only way to get people to do things are thru threats and demands?

I get told I moat do this or I most leave at this time even tho leaving to deliver at the time is like 3 hours to soon as the place isn't even open. Any ways it's always seem to be that they think being aggressive and threatening is the best way to motivate me. When all it does is annoy me and make me angry and not even want to comply.
