Sex Shop Making Employee Pay for Credit Card fraud

I’ve been working at this adult store for about a month but so far I’ve witnessed the owner of the store making an employee(she’s 23 years old) pay for a transaction that ended up being fraudulent. This transaction was over $2000. So now the employee is working basically only to cover the cost. Also, the owner makes the schedule as fixed paid hours. If i have a shift from 11-5, but I get there at 10:55 or end up leaving at 5:07 then I’m not getting paid those minutes but the owner expects us to come in a couple minutes before and sometimes closing out the register and such takes longer at the end of the shift. All this is screaming wage theft to me. But I don’t know where to start. There is a language barrier between the owner and the employees, so it’s difficult to discuss things.
