Why does every job application ask you to list your previous jobs, says specifically “SEE RESUME is not an acceptable response”, but then additionally request you give them a resume?

Why do this extra step? Is there any real reason? Or is this just more gate keeping and a way of rooting out applicants that don’t want to waste time filling out information on a specific form when we’re gonna give you our resume anyway?
