Just got passed over for a promotion

My direct supervisors recommended me for a promotion, but their boss chose my coworker. When I had my meeting, the boss informed me that my coworker was chosen because “He didn’t get it last time and his feelings were hurt. If we don’t give it to him this time, he might go back to night shift and eventually leave. Plus, you can do so many jobs in this agency, he can’t really do anything else, he isn’t as qualified as you.” So you reward him by making him MY supervisor!?!? Why even say something like this to someone? Dude is literally eligible to retire in January with a pension and didn’t even want the promotion four years ago when he had the opportunity. He hasn’t even attempted to learn his “new job” that I have been intentionally training for since I entered the department. I will not train this asshole…

I still have at least a 7 years left. Seriously considering going somewhere else but I am almost to a full pension. I am prepping my resume anyway in case. I will get over it, but right now
