How does a person lift themselves up by their bootstraps if the straps have ripped apart?

That’s my question. How do you get yourself to a decent place in terms of living and quality of life if the mechanisms meant to help you out of poverty is broken? Everything costs more. Just the basic expenses have gone up in price.
