Promoted in name only

TLDR: Got a promotion. Havent been paid difference in pay since Feb. I used to work in IT as a level 2 helpdesk tech. I work at a facility that outsources IT work to another company (who I was working for). The contract expired between my company and the facility I work for so now there is a new company taking over IT services for my facility. New company decides to offer the same jobs to the same people but with new company instead. Offer letter doubles my hourly rate so, of course, I take it. 2 weeks into post transition to new company my market manager (MM) gets an offer somewhere else and leaves.

Old MM suggests I take over as his replacement fully endorsing me and that was all that was required for new company to offer me the job. I accept and HR says they will contact me with a new contract. Talking to the outgoing MM he says the pay bump from tech to MM is considerable. Talking to other MM in the region confirms this. Responsibility goes through the roof. After a very brutal trial by fire I come out on top as a successful MM. Praise given to me by my superiors as well as the hospital I work for. Employees are also happy. I am introduced as the MM by the company I work for and the facilities I oversee day to day IT operations at. Overall everything is going great.

I have been in this position since Feb and now its Sept. As you have probably guessed by now I have not been paid for the new position and paid at my old rate. I have brought this up with my regional manager and HR. They both say that corporate HR, overseas (I work in USA), is the real culprit on why I havent been promoted.

I hesitate to complain too much because being in the managerial meetings I have gained new perspective on just how lucky I am to be here at all. I have heard the VPs of talent acquisition say, “We dont hire techs to management roles”, which is exactly what I did. This promotion also advances me 10 years ahead in my career path. I drive 5 minutes to my main facility (I run 5 of them) and my hours are flexible because….I'm the boss now. Overall this is just a great experience that I dont want to mess up, BUT I am not getting paid for it.

Reddit, what do? HR keeps kicking the can down the road stating hiring freezes (which shouldnt affect me as I am already hired) and waiting till X date to see how the budget looks. Blah blah blah. My boss seems like his hands are tied and he said I could talk to HR directly and argue my case, which I have. Ideas?
