Boss paying lesser rate for shifts you’re ‘on-call’ for. Is this legal?

At my job, PT makes $2 more per hour than FT. Boss explained difference in pay was due to “if a FT calls out, you’re kind of expected to do a little more by picking up their shift.” So PT (32 hours/wk) is on call. However, it’s obvious that FT is making less because benefits cost the company far, far more than this measly $2 differential. But when a PT is called in, they make exactly what the FT would have made for the day, $2 less. Is this bullshit legal?
