Boss says my coworker can’t discuss wages with me because he’s my superior

I work at a company that has a history of doing shady stuff, so I just want to make sure what they're doing isn't illegal. I am a Level 1 employee at my business. I sit next to my coworker who just became a level 2. My bf who also works there is about to become a level 2, so I asked my coworker what the raise was when they give you promotion, if he wasn't bothered by discussing it. He got really nervous so I thought maybe I offended him, but he tells me that they were told not to discuss their pay with us level 1s because of the fact that they're our superiors now. I can see why they want to prevent us from discussing wages bc they've done unfair things, especially with me and the employees hired along with me. We were promised 22.50 an hr by the recruiter, 20 for the 2 week training period. When I get there for training, I see they want me to sign a contract that says 20 an hr. I bring this up to them and they say, “oh thats just for training”. Unfortunately I didnt quite understand the situation and signed it. Then when our training finished, I noticed I was only getting 20 an hr still, so I bring it up to hr and show them the recruiters emails saying 22.50. They said “oh well we fired that person so don't put any weight into what they say, plus you signed the contract that said 20 so thats it”.

Then my boss brings us individually into his office to talk about our 90 day probationary period and says “at the end of the 90 days, you will be individually evaluated and then we'll see about who can get a raise”. That came and went and when he has a meeting to officially welcome us, he doesnt mention the raise. So i ask him what about the pay issue? And he says “I dont know where you heard that you were getting raises, but no one is getting a raise.” Me and 2 other employees confidently say we heard him say he was going to reevaluate us, but what we can about it? We dont have any proof and I dont really want to confront him and call him a liar or anything.
