Is understaffing becoming the new normal?

Hi all. I wanted to ask a question especially about retail industry. I was let go of my job recently but that's not the point actually I'm very happy about it. But we were already understaffed. Now it's even worse for people there. And manager has no intention of hiring anyone. She let go of over a dozen people and none replaced. For those working at supermarkets, restaurants..etc. do you see this becoming a trend? Or is it because recession is on the horizon?
