Got a ridiculous reason for not getting a promotion.

I 26m have been at my current job for 7 years. The past 2 years a position has come up 4 maybe 5 times. A position where a class B CDL is listed as a requirement 3 times ive been passed over for this postion when i have been the only permanent employee maintaining this license hell the last guy i training inorder for him to pass his cdl test. This last passover is heartbreaking though and might be my last straw with the company. The reason I was given was that ” they don't believe I am excited enough for the position.” I was emotionally charged enough that I ended and walked out of the follow-up interview as quick as I could and am writing this directing after, and I have to ask am I wrong in thinking this is a ridiculous reason?
