Not Being Paid Overtime

Hello all, Last week I worked 40.11 hours and my manager came back to me this week and said they could not approve any OT and that I could take a “free” 15 minute break this week to offset it. This seems illegal to me and I wanted to get everyone’s opinion on whether I should report this to the DoL and if I’d even have a case. Also, I shouldn’t face any repercussions from reporting them right? I actually like this job and don’t want to lose it. I don’t even really care that much but if they want to be petty, I can be petty too. Thanks for the help.
