Not paid the same hourly rate for holiday/vacation

Night shift where I work has a shift differential of $1. I have discovered that holiday/vacation hours do not have that $1. Is this common? And they also have a policy in place for if we are late/absent, that weeks pay is reduced by $3 per hour. This can't be legal right? Edit: I should also note that a new handbook was rolled out recently and I have found nothing in the handbook regarding these matters.
