Can a job stop someone from wearing cultural hair pieces?

My job doesn’t allow one of my co workers to wear his Afro pic, but they never tell him why. Just that the owner doesn’t like it. That to me sounds race driven. Is that legal? Does it have to be in the handbook to be justified?
