My District Manager told me my employee is “Disgruntled”

All because he got an outdated report in regards to a change in our payroll system that needs all employees to set up our information through a new application in an email sent to our personal emails. My employee signed off on its completion during my scheduled days off, but my DMs multiday old report that they sent him TODAY said she hadn't done it. He used to be a decent guy too when we had the same position but ever since his promotion he's chugging the corporate koolaid even though before the promotion he'd be agreeing with me.
