Starting a new job and the handbook says …

I live in Iowa and I've worked at a few different Convenience Store / Gas Stations over the last few years. I just switched jobs this week and today got the handbook and I noticed this. I have not encountered this at any location I've previously been at, and I'm wondering if this is fully legal? Drawer shortages are not a common occurrence, but Lotto mishaps do happen. Occasionally folks ask for the wrong thing (PowerBar VS mega millions etc..) or their scan card has smudges on it so it rings up wrong (the machine will pick up a speck off dust if it's in a number/bet box). The store isn't too large, but it's entirely plausible someone could take beer out of the beer cooler, I'm not patting down customers with baggy clothes who access the cooler (as an example). I just don't think it's very fair of them…
