Is it common to be able to keep your job if you want to, even after putting in a resignation notice?

I’ve been unemployed for a while now, and despite my qualifications and experience, and how many jobs I’ve applied to (I don’t even know how many at this point), I’ve only been able to do 3 interviews. Some context for why I’m asking the question in my post title: So today was going great at first, I go and do a tour and interview at a company near me. Everything goes well, they really like me. At the end I shake the guy’s hand and he asks me if I was interested, to which I reply yes. Now this tour and everything was set up through a temp agency. So I communicate with my temp agency recruiter that everything went well, and then the temp agency works out a start time with this new company for me. So I basically I got the job. Hooray! I’ve been unemployed for a while now, and despite my qualifications and experience, and how many jobs I’ve applied to (I don’t even know how many at this point), I’ve only been able to do 3 interviews.

Some context for why I’m asking the question in my post title:

So today was going great at first, I go and do a tour and interview at a company near me. Everything goes well, they really like me. At the end I shake the guy’s hand and he asks me if I was interested, to which I reply yes. Now this tour and everything was set up through a temp agency. So I communicate with my temp agency recruiter that everything went well, and then the temp agency works out a start time with this new company for me. So I basically I got the job. Hooray! I’ve been unemployed for nearly 2 months now, and finally something is working out! We work out a start date and time, and also a time for my orientation through the temp agency.

Now a little while ago, I get a call from my temp agency with bad news, saying that the company I was hired for has called them and says the position is no longer available. The temp agency explains to me it is because they were hiring me to fill a position that a worker is resigning from, but this worker’s “plans changed” and now he’s no longer leaving.

Needless to say I’m pissed right now…

Tl;dr I got hired for a position through temp agency, then got a “bad news” call that the position is no longer available because I was being hired to fill a spot that a current worker is quitting from, but now he’s not quitting and he’s staying. All this after I already did a tour with the company and shook some hands.
