discussing raises with employees

About 2 weeks ago my girlfriend was verbally promised a wage increase at her work. She was told in that meeting not to discuss it with people. She still does. (Good for her). Today she sent me a text saying “I'm not getting a raise because i discussed my wages with other employees”. We live in NYS and because i know its a 1 party consent i told her to start recording her conversations and talk to HR. She just sent me the audio and its golden, my favorite line from her boss was “I'm realy not happy about the discussion because of the impact it can have when people start talking about salaries. those conversations at the floor level can have a sever impact in the department.” When brought up the national labor act covering her they said its not against the law but “use discretion because she needs…

apparently she is still in consideration for a raise but now its not a done deal. needles to say she will be calling the labor board on Monday. I think I'm more pissed off then is about this whole thing.
