My job to me(like they always do)

So I got hired at this job and I had applied to be a shift lead. I was told that they don't hire in shiftt leads, shift managers or managers. nd couldn't give me the pay I was asking for, which was 12 an hour by the way. I have been working here for about 3 months now and in that time they hired two people to be trained as managers. Is there I was I can address this or should I leave it be and find other places to work
