Why does my boss want to keep my salary below $50k?

In May my husband went to jail and I asked my boss who was paying me hourly (part time) to do her best if she was able to give me a raise. I explained, I would only be able to work 6/7 hours a day. I average 6.5. I would also need flexibility with kids being sick and needing to be there when they are off of school etc. Nothing was written down as that isn’t what she does because she likes to bully and manipulate people by lying. I was very clear about what time I was able to put in working. I was never told how much I would be paid twice a month so I never did the backwards math when I got my first few checks. Amcheck apparently messed up my pay in June and didn’t deposit one of my checks. She had to cut one from the business account. July rolls around and my checks are reduced by $50 each pay period. I ask her to inquire. Last week I had to call Amcheck because I couldn’t log into the my payroll portal. I ask about the missing $50, disclose to them I was put on salary effective June 1st and tell them my Gross Salary is $55,301. And that she had given me a 15% raise. They proceed to tell me, I do not make that amount and that my boss had emailed saying a 4.06% raise in May and then a deduction of 2% in July!!!! Is what Amcheck told me by reading emails between my boss and her account rep that happened to be out that day. So it went $55,301 was promised. May 11, $49,999.92 was what was given. Then July 26th reduced to $48,799.92!! I wait a whole week through her telling me oh Amcheck made a mistake…. There’s no paper trail.
“I gave you a really big raise?! But since I was forced to look into it, I decided not to give you the 15% raise., but I did promise it so I’m going to cut you a one time bonus check of $5,000.00 but next year you won’t get that.” Then proceeded to make up a slew of lies like I have taken 4 weeks of time off since June 1st!!!! I have had 9 days total off. 7 was vacation, 1 court day, 1 sick day. Anyways she won’t tell us what days we are off for the holidays and we have no allotted sick time or vacation time. I know her lies, manipulation, her nasty uncalled for degrading behavior. She talks in circles and threatens to fire me when I’m trying to understand what she wants from me, as in concrete expectations she won’t give. She made a lot of hurtful untrue comments. What is the benefit to her to keep my salary at $49,999.93? What happens at $50,000 that she is trying to avoid? Isn’t it against the law to give an employee a raise, but don’t actually give them what you said AND reduce it further without employee knowledge?! I live in Texas.
