Any potential recourse? Company hired and then laid off my family member within weeks of their start date after said company got them to back out of an offer with a second company

Pretty much the title. I didn’t know if there would be an option through the department of labor given the fact that the “downsizing” had to be in the works for months before they hired my family member but they still negotiated with her and got her to back out of a similar offer at a different company.
