Multiple partial shifts (is this legal?)

Friend of mine works in the service industry and got a job at a high end restaurant chain. It seemed profitable until she saw/experienced her schedule. The schedule she’s seeing is: Morning rush from 7-10am then get sent home. Then scheduled again from 12-2, then go home again, then from 4-7 then go home a 3rd time die the day. Realistically this is a 7am to 7pm job, but she only gets paid 8hrs of work. On top of that, she does 1/2 of the week at restaurant A, and then the 2nd 1/2 of the week at restaurant B (both owned by the same guy) but because they are technically “two different employers/establishments” they don’t have to provide benefits even though she’s hitting over 40hrs between the two of them. How in the world can our labor laws in the USA let employers get away with this?
