Hiring manager wasted my time

I applied for a job as an admin assistant at a school that sounded like it would be a perfect fit for me. I met all of the requirements and all of the “preferences” except one. They listed “bilingual preferred” in the job listing. I’m not bilingual, but since it was not listed as a requirement, I applied anyway. I got an email from someone right away, wanting to set up a phone interview. I schedule the interview and the first question they ask is if I’m bilingual, to which I stated that I was not. On the other side of it, I’m screening resumes for various positions as part of my current job. One of the hiring managers asked me to stop sending him resumes from people who have not graduated from college. Okay, but the position is listed as needing either 5 years work experience, bachelor’s/masters degree and 2 years experience or phd and 1 year of experience. Say what you want in the first place and stop wasting everyone’s time.
