Employer marking part of my pay rate as a bonus

Firstly, huge red flag that the employee handbook states that emails aren't a confirmation of information received, verbal is preferred. I had my boss state in an email my pay rate: $15/hr. When I get my first paycheck I see a bonus. He proceeded to say that my rate was marked at 11 and the extra 4 is shown as a bonus. So technically I'm getting my $15/hr (which is shit anyway) but c'mon! I'm waiting for the next pay period to see if it's changed permanently to our original agreed amount. It just sucks because they didn't do an offer letter which (thanks to Reddit research) isn't required for smaller employers. It sucks because the job itself isn't bad, just a poorly ran business. Anyone else have a shady as shit experience like this?
